土国政府决定于2014年4月19日起实行「电子票券系统」（Passolig E- Ticket System，以下简称趴守力卡）。土国有关单位希望透过一人一卡的趴守力卡，能有效降低球赛黄牛票与追踪不理性的失序球迷，禁止他们进场观赛。
